The preparatory actions include a set of technical tasks (for baseline updating and drafting blueprints), administrative procedures (dealing with permits/licenses) and governance/engagement of stakeholders (establishing and strengthening contacts with stakeholders, including fishermen).
Globally, two preparatory actions are foreseen:
